Perreira discusses that, too, in the transcript from NFL Total Access. Unfortunately, I can't find the link. Looks like they take it down after Wednesday (the Perreira segment airs on Tuesday, I think, but maybe on Monday; can't remember).

Ulitmately, Packer, it's just sort of a rule that's written into the book. A team without timeouts has one injury timeout allotted to it inside of one minute, or something like that, without penalty. Injury timeouts exceeding that one, however, result in a five yard walkoff...As Perriera noted, unless the official KNOWS for some reason that the player isn't injured, there's nothing he can do about it but allow the "injured" player to be tended to. Erring on the side of caution...
