Default Why does the WTA have the No.1 seed & No. 3 seed in the same half of the draw?

This year the draws for both Indian Wells & Miami have the number No. 1 seed and the No.3 seed in the same half of the draw. Conversely, the ATP has them in the opposite half of the draw which fits with conventional wisdom in how tournament brackets are created in all sports (i.e., semis would be 1 v. 4 and 2 v. 3). In 2014, the seedings for both tournaments were correct on the women's side. Does anyone know why this has been changed?
